This is a specialized procurement for tank-level safety equipment at a major PSO terminal.
The scope is narrow and technical: supply plus installation of two Scully components with full commissioning and 6-month warranty. The 60-day delivery window is tight for overseas sourcing. OEM authorization is mandatory, suggesting this vendor must be a genuine distributor or authorized service provider, not a generic supplier. Small-scale but safety-critical work with potential for penalty deductions if delayed.
Who can bid: Vendor must hold OEM authorization letter from Scully (or appointed distributor). Typically required: valid business registration (SECP), active NTN and sales tax registration, and proof of previous experience with Scully overfill protection systems. No specific PEC category cited; vendor must be technically competent in instrumentation and possess HSE-trained personnel.
