Software and Hardware Procurement for National Semiconductor Human Resource Development Program Phase-I

Pakistan Software Export Board (PSEB) invites proposals for the procurement of software and hardware required to support the National Semiconductor Human Resource Development Program (NSHRDP) Phase-I. This is a non-consultancy services procurement conducted on a national basis using a single stage-two envelope bidding process. The procurement encompasses Electronic Design Automation (EDA) tools as Lot-1 and hardware infrastructure as Lot-2, with detailed specifications and scope of work provided in the bidding document. Bidders must comply with all technical specifications and service level agreements outlined in Annexures IV and V, and the contract will be awarded based on comprehensive technical and financial evaluation criteria.

Eligibility criteria require bidders to be registered with relevant authorities and meet specified technical qualifications and experience benchmarks as outlined in the bidding document. Bidders must demonstrate relevant experience in similar projects and provide evidence of professional certification and team composition. Bid security requirements and performance guarantee obligations are stipulated in the contract forms. All bidders must sign an Integrity Pact and provide a Bid Securing Declaration to ensure transparency and compliance with procurement regulations.

Interested bidders must submit proposals in two separate envelopes containing technical and financial components respectively.
