Description / Scope of Work
The Medical Teaching Institution at Qazi Hussain Ahmad Medical Complex (QHAMC) in Nowshera, Khyber Pakhtunkhwa, invites sealed bids for the provision and installation of high-speed dedicated internet services under Framework Agreement in light Rule 12(2)(a) of KPPRA Rules 2014. The procurement is open to registered Internet Service Providers on the Active Taxpayer List of the Federal Board of Revenue, including their authorized dealers. Bid solicitation documents containing detailed specifications and terms are available for download from EPADS (https://kp.eprocure.gov.pk) and the hospital website at www.qhamc.gov.pk. The tender seeks to establish reliable, high-speed connectivity for the medical institution's operations and teaching functions.
Bidders must be registered income and sales tax payers with KPPRA, duly listed on the Federal Board of Revenue's Active Taxpayer List. A bid security of PKR 600,000 in the form of Call Deposit Receipt made payable to the Hospital Director QHAMC Nowshera is mandatory. All government taxes will be charged as per applicable rules. Bidders must submit a non-refundable tender fee of PKR 2,000 in favor of the MTI-Nowshera account (branch code 5212 BOK, A/C #3004412067); failure to deposit this fee renders the bid non-responsive.
A pre-bid meeting is scheduled for 13 August 2026 at 11:00 hours in the conference room at the administration block of QHAMC Nowshera. Interested bidders must submit scanned copies of their bids through the EPADS portal on or before 24 August 2026 at 11:00 am; bids will be publicly opened the same day at 14:30 hours in the conference room. All mandatory and relevant documents as specified in the bid solicitation must accompany the submission; bids received by hand, post, courier or email will not be accepted. The Competent Authority reserves the right to reject any or all bids under rule 47 of KPPRA Rules 2014.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT

This is a framework agreement tender for dedicated internet services to a teaching hospital in Nowshera. The requirement is for high-speed connectivity to support medical institution operations. Eligibility is tightly restricted to KPPRA-registered ISPs with FBR Active Taxpayer status and authorized dealers. The bid security of PKR 600,000 and tender fee are substantial relative to typical SME capacity. The tight timeline between pre-bid (13 Aug) and submission (24 Aug) leaves only 11 days for document preparation. This appears to be a one-off framework agreement rather than a recurring contract.
Who can bid: Bidders must be Internet Service Providers registered with KPPRA and listed as Active Taxpayers with the Federal Board of Revenue. Authorized dealers of registered ISPs may also bid. Income and sales tax registration is mandatory. No PEC category applies to this service contract.
