Railway Estate Development & Marketing Company (Pvt) Ltd (REDAMCO) invites proposals for the long-term lease of Pakistan Railways land at Mardan Railway Station in Khyber Pakhtunkhwa Province. This is a competitive bidding process with bid submission scheduled to close on 19th August 2026.
Bidders must be financially sound and technically capable entities with relevant experience in large-scale mixed-use commercial development and long-term leasehold projects. Prospective bidders are required to conduct independent due diligence and submit comprehensive technical and financial proposals. Submission of a bid constitutes full acceptance of all terms and conditions outlined in the bidding documents. The project is governed by the Railway Land and Property Rules 2023 and PPRA Rules 2004 as amended.
Bid documents are available in the bidding package containing Part I (Bidding Procedures including invitation, instructions, eligibility criteria, evaluation methodology and bid forms) and Part II (Contract Documents including draft lease and development agreement and special conditions). Interested parties must obtain complete bidding documents and submit sealed bids comprising technical and financial proposals according to instructions. Bids will be opened and evaluated following the prescribed methodology. Award of contract is contingent upon successful bid evaluation and execution of a formal Sub-Lease and Development Agreement with REDAMCO and Pakistan Railways.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
REDAMCO seeks a capable development partner for a 338-marla mixed-use commercial complex at Mardan railway station under a DFBOT 20+ year lease model. The tender is prospective (closing August 2026) and invites formal proposals rather than sealed bids against fixed specifications—bidders must present their own design, financing and operational concepts. Scale is substantial; this appears to be a landmark station development with both commercial and infrastructure components. Note the emphasis on regulatory compliance, title protection and railway operational continuity, suggesting local coordination and clearances will be critical.
Who can bid: The notice does not explicitly state PEC category, NTN, SECP registration or specific license requirements. Typically, bidders for large mixed-use property development and long-term leasehold projects must be registered with SECP (if company), possess valid NTN, hold PEC registration in relevant construction categories if performing design-build work, and demonstrate financial solvency and prior experience in comparable developments.
