IT Procurement: Marine Handset Repair and Paint Stores Supply for PMSA

Pakistan Maritime Security Agency invites separate quotations for two distinct IT procurements under single-stage, two-envelope bidding procedure in compliance with PPRA Rules and DPPI-35. The first procurement (IT/94/01/2025-26) concerns repair and replacement of the handset assembly for an I-SAT DOCK-II Marine communication set installed aboard PMSS BARKAT. The equipment is OEM INMAR SET Model ISD 2 MARINE (Serial MMN 12810, China origin). The scope includes complete replacement of the handset with accessories, supply of a digital multimeter, and two 12V7AH batteries. Technical specifications require 10-32VDC 4AMP power supply, operating temperature range -40°C to 70°C, and L BAND frequency (1-2 GHz). The second procurement (IT/94/02/2025-26) is for procurement of various paint stores required for upkeep and maintenance of HQ PMSA, including 3,852 litres total of specialized marine and industrial paints across 29 types (white finishing, light grey, weather work, signal red, various enamel finishes, and priming coats).

Bidders must be NTN and GST registered firms with prior experience in similar marine equipment repair or paint procurement respectively. The firm submitting for the handset repair must visit the vessel onboard to assess the extent of required work before quotation. Bids shall comprise two separate sealed envelopes marked Technical Proposal and Commercial Proposal, with technical submissions including company profile, registration certificates, NTN/STRN documentation, and past performance certificates. All prices must be quoted in Pakistani Rupees inclusive of General Sales Tax at 18% on goods and Sindh Sales Tax at 15% on services rendered.

Expected delivery completion is 7 days after work order issuance for the marine handset repair; paint stores delivery is within 30 days. Warranty provision is one year or as per OEM standard (whichever is higher). Acceptance criteria require satisfactory work completion, successful end-user acceptance, and satisfactory trials (HATs/SATs). Only firms qualifying technical evaluation will proceed to commercial evaluation stage. Two separate procurements offered: (1) Marine handset replacement/repair with accessories for a vessel currently in operation—relatively small scope, 7-day turnaround, requires site visit pre-quote and OEM-compatible servicing capability; (2) bulk paint store supply (3,852 litres across 29 types) for HQ maintenance—commodity-style procurement, 30-day delivery window, requires FRB/SBR registration and established supply chains. Both one-off contracts with 12-month warranty. Marine handset work appears time-critical and technically specialist; paint procurement favours established suppliers with paint stockkeeping capacity.

Handset repair bidder must demonstrate prior experience in similar marine equipment work and commit to onboard assessment before quotation. Typically, marine equipment contracts also require vendor pre-qualification by the equipment OEM (INMAR SET).
