Description / Scope of Work
The Ministry of Foreign Affairs invites sealed bids from registered suppliers and firms for the supply of multiple categories of goods on a unit price basis for the financial year 2026-27. The procurement covers twelve distinct categories including air conditioner spare parts, canvas bags and accessories, civil work items, computer IT hardware items and accessories, electric items, furniture and fixture items, garden tools and plants, miscellaneous and cleaning items, papers, stationery items, and toners both original and compatible. All bidders must be registered with income tax and sales tax departments and listed on the Active Tax Payers List (ATPL), with registered offices or sub-offices in Islamabad or Rawalpindi. The tender follows a single stage two envelope procedure with separate technical and financial proposals. Eligible bidders must hold valid registration with income tax and sales tax authorities and be on the Active Tax Payers List of the Federal Board of Revenue. Firms must possess sufficient experience supplying goods to well-reputed government, semi-government or private sector organizations and hold a valid Professional Tax Certificate or registrar registration. Bid security is required in bank draft form, ranging from Rs. 800,000 to Rs. 1,000,000 depending on the category, with Rs. 1,000,000 required for toners (original and compatible) and papers, and Rs. 800,000 for remaining categories. Financial proposals without accompanying bid security will be rejected. Bidders must provide minimum five verifiable satisfactory performance certificates from government, semi-government or autonomous clients. All quotations must be in Pakistani Rupees without GST for each line item.
Detailed item lists can be obtained by submitting an application with copies of NTN and GST registration certificates along with a non-refundable payment of Rs. 10,000 to the Ministry within fifteen days of publication. Technical proposals will be evaluated according to criteria specified in Annexure-A of the notice. Successful bidders will be selected based on least cost based selection criteria as per PPRA rules and will be bound by a closed framework agreement valid until 30 June 2027. Winners must arrange transportation of goods at their own expense to the Ministry and allied buildings including Margalla Lodge, Foreign Office Lodges, and Foreign Service Academy, and must nominate a focal person for liaison with the Ministry.
