Water & Sanitation Services Peshawar (WSSP), Government of Khyber Pakhtunkhwa, invites Expressions of Interest from reputable firms, joint ventures, and consortiums for prequalification to develop and operate a Resource Recovery Project from municipal solid waste at the Shamshatoo Landfill Site in Peshawar District, Khyber Pakhtunkhwa. The Shamshatoo landfill currently holds over one million tons of accumulated waste and is rapidly approaching capacity. The project aims to introduce sustainable waste processing solutions for both fresh daily intake and existing legacy waste, thereby extending the operational lifespan of the landfill while establishing sustainable revenue generation streams. The selected concessionaire will undertake the project on a Design–Build–Finance–Operate–Transfer (DBFOT) basis under a public-private partnership arrangement governed by the KP PPP Act, 2020 and KP PPP (Selection of Private Partner) Rules, 2021.
Eligible applicants must demonstrate proven experience and capability in financing, construction, operating, and maintaining waste management and resource recovery projects. Applications must be prepared strictly in accordance with formats specified in the Prequalification Documents. A non-refundable fee of PKR 10,000 is payable to WSSP's Bank of Khyber account prior to submission. Only applicants successfully prequalified will be issued the Request for Proposal (RFP) to submit detailed Technical and Financial Bids. The original proponent of the unsolicited proposal retains a Right of First Refusal subject to prequalification and responsive technical bid submission at the RFP stage.
Applications must be submitted electronically through ePADS at https://kp.eprocure.gov.pk/#/auth/login no later than 26 August 2026 at 11:00 am. Submissions will be opened on the same day at 11:30 am in the presence of applicants' authorized representatives.
