The National Highway Authority invites electronic bids for the Operation and Management contract of five packages of Police Fine Collection Units distributed across Pakistan's motorways and expressways, with the contract period extending until 30 June 2027. The packages comprise PFC MW-3 on M-2 (Islamabad to Balkasar), PFC MW-5 on M-2 (Sukhaki to Babu Sabu), PFC MW-6 on M-4 (Pindi Bhatian to Gojra), PFC EW-17 on E-35 (Hazara to Mansehra), and PFC LSM on the Lahore-Sialkot-Motorway (Gujranwal to Sambriyal), covering a total of nine police fine collection beats across Federal Pakistan.
Eligible bidders must possess an active NTN certificate from the Federal Board of Revenue, hold a valid Pakistan Engineering Council licence commensurate with the package scope (O-5 or above for single-beat packages, O-4 or above for multi-beat packages), demonstrate no revenue shortfalls or defaults with NHA, and not be blacklisted or debarred by any government agency. Bidders under arbitration proceedings may participate. Bid security in original form must reach NHA Headquarters on 26 August 2026 by 11:30 hours as a mandatory requirement.
Bidding documents are available free of cost from the NHA e-bidding portal (www.ebidding.nha.gov.pk) from 13 August 2026 onwards. Electronic bids must be uploaded by 26 August 2026 at 11:00 hours. Technical e-bids will be opened on the same day at 12:00 hours by the Tender Opening and Evaluation Committee in the presence of bidder representatives, with financial bids of technically qualified bidders opened subsequently. All prospective bidders must submit an original undertaking on 100-rupee stamp paper attested by a Notary Public or Oath Commissioner confirming non-blacklist status, review of all bidding documents, and accuracy of submitted information.
