Description / Scope of Work
The Inland Revenue Service Academy, Lahore invites electronic bids for repair and renovation work on its office building, covering both exterior and interior works, in accordance with the Public Procurement Rules 2004. This pre-qualification tender is advertised on the EPADS portal and FBR website for experienced contractors and firms registered with relevant tax authorities. The work is to be awarded on a least-cost basis through single-stage single-envelope procedure under Rule 36(a) of PPRA Rules 2004, with bids to be submitted electronically via EPADS.
Eligible bidders must appear on the Active Taxpayers List of Income Tax and Sales Tax issued by the Federal Board of Revenue, possess a valid Pakistan Engineering Council registration in Category C4 or above with specified specializations (BC01–BC02, CE01–CE04, CE08–CE11, EE11 various categories, and ME01–ME07), and demonstrate at least 6 to 7 consecutive years of professional experience. Bidders must also provide proof of non-blacklisting, professional experience with public sector contracts or government offices, evidence of work with an international company, at least two current government-owned commercial projects, financial statements showing closing balance of 30 million rupees as of 30 June 2026, and documented lists of qualified staff and machinery. A non-refundable tender fee of Rs 10,000 in the form of a bank draft or pay order must accompany submissions.
Electronic bid documents are available on EPADS at www.eprocure.gov.pk and on the FBR website at www.fbr.gov.pk. Bids must be submitted electronically only through EPADS on or before 08 September 2026 at 11:00 AM and will be opened the same day at 11:30 AM at the Academy's office in Lahore. Manual submissions are not permitted. Technical bids will be evaluated against 100 allocated marks with a passing threshold of 70 marks; only technically qualified firms will have their financial bids opened. All qualified firms meeting technical criteria will be shortlisted for evaluation of financial proposals.
