Karachi Metropolitan Corporation (KMC) Engineering Department invites electronic bids for improvement and rehabilitation of road infrastructure across four Town Municipal Corporations (TMCs) in District Korangi, Karachi, Sindh under Provincial ADP #1770/2026-27. The tender comprises three packages with combined estimated cost exceeding Rs. 948 million: Package-01 (Rs. 262.6 million) covers rehabilitation of multiple roads in Landhi Town and Shah Faisal, provision of paving blocks in New Iqbalabad, and construction of 321 Damage Road; Package-02 (Rs. 368.7 million) includes construction of roads from Fazal-e-Ilahi Hospital to PSO Pump Allah Wala Town, Zero Point to Crossing 16000 Road, Qayyuumabad Road, and Shaheed Benazir Bhutto Road with drainage improvements; Package-03 (Rs. 317.5 million) provides paving block installation and drainage systems in Shareefabad Korangi Industrial Area, construction of Hussain Budha Road, and wearing course restoration at Sindh Government Hospital Road.
Eligible bidders must hold a valid PEC license in Category C-3 or above with specialization codes CE01 (General Civil Works), CE09 (Water Management), and CE10 (Transportation). Mandatory documents include certified copies of CNIC, valid NTN and SRB certificates confirming active taxpayer status, affidavit confirming no blacklisting or litigation in the last five years, audited financial statements from ICAP-registered firms for the previous five years, proposed construction schedule in bar chart format, evidence of average annual turnover at least equal to the contract value, detailed machinery and equipment inventory with ownership proof, and specific construction experience demonstrating at least one similar project worth 80 percent of estimated cost or two projects each worth 50 percent thereof, all from government or semi-government sectors. Bid security is 5 percent of estimated cost for each package, payable as Pay Order, CDR, or Bank Guarantee in favour of KMC.
Bidding documents shall be downloaded from the SPPRA Sindh e-Procurement System EPADS portal (http://portalsindh.eprocurement.gov.pk). All bids (Technical and Financial proposals) must be submitted online only via EPADS on or before 26 August 2026 by 11:00 AM; technical bids will be opened the same day at 11:30 AM at the office of the Chairman Procurement Committee, Engineering Department KMC, Behind Dawood Engineering University, New M.A. Jinnah Road, Muslimanbad, Karachi. Integrity pact on Rs. 200 stamp paper and non-refundable tender cost (Rs. 5,000 per package) via Pay Order from any scheduled Pakistani bank must be submitted physically before bid opening. Bid validity is 90 days. Hard copies, hand-submitted bids, conditional bids, late submissions, blacklisted firms, and bids with forged documents will be rejected.
