Description / Scope of Work
The Provincial Disaster Management Authority (PDMA) Peshawar invites sealed bids under National Competitive Bidding from eligible transport companies, goods carriers and logistic suppliers for provision of transportation services for relief operations across Khyber Pakhtunkhwa province. The contract is structured as a framework agreement with a primary tenure of one year, extendable for an additional year, commencing upon execution with the successful bidder. Services will be delivered on a need-basis in the event of disasters or emergencies, with the rates at Schedule-A in the bidding documents to be finalized and transport services dispatched as required by PDMA authorities throughout the contract period.
Eligible bidders must be registered transport companies, goods carriers or logistic suppliers meeting mandatory eligibility criteria detailed in the bid solicitation documents. Bidders may apply to a single category or lot, or to the entire scope at their discretion. A bid security of eight hundred thousand rupees per category or lot, in the form of a Call Deposit Receipt (CDR) in favour of the Director General PDMA, is mandatory. All rates must be quoted inclusive of taxes and are final—no post-bid negotiations are permitted under Khyber Pakhtunkhwa Public Procurement Rules 2014.

A pre-bid meeting for interested bidders is scheduled for 19th August 2026 at 1200 hours in the conference room of the Relief, Rehabilitation & Settlement Department. Bidders must submit bids through ePADS by 1st September 2026 at 1500 hours; bids will be opened the same day at 1530 hours in the presence of attending bidders at the RR&S Department conference room in Peshawar.
