Description / Scope of Work
304 Spares Depot Electrical Mechanical Engineers, Khanewal Cantt, Punjab, invites sealed tenders for the procurement of various spares and equipment as detailed in Annexure A to this tender inquiry. The tender follows the Single Stage Two Envelope bidding procedure as per PPRA Rule 36(b). Interested firms must obtain the detailed itemized list from the Local Purchase Office at the depot's location in Khanewal Cantt. The procurement is intended to support the operational requirements of the military engineering depot and may involve both indigenous and imported items across multiple categories including machinery, equipment, and capacity building items where applicable. CST validity shall extend until 30 June 2027 with the depot retaining the right to extend validity as per existing PPRA rules.
Eligibility criteria require that firms must be GHQ security cleared and registered with 304 Spares Depot EME Khanewal Cantt or other Defence Organizations, though unregistered bidders may complete registration within ten days of tender opening. Firms must provide proof of financial capability through bank statements covering the last one year, valid NTN certificates, Sales Tax registration certificates, and CNIC photocopies of the firm's Managing Director. All quoted brands must be OEM, OPM, or ITD Directorate approved for indigenous categories, with supporting agency agreements and trade links to manufacturers mandatory for non-OEM items. Firms are required to provide a tender fee of Rs 3,000 as a bank draft in the name of the Commandant 304 Spares Depot EME, to be included within the Technical Proposal envelope. Additionally, bid security of 0.5 million rupees must be furnished as a CDR in the commandant's name. Any firm with pending deliveries from previous financial years shall be disqualified from participation.
Bid documents must be deposited in a properly sealed envelope marked with the tender number and addressed to the Local Purchase Officer at 304 Spares Depot EME Khanewal Cantt before 10:00 hours on 28 August 2026. Technical offers will be opened at 10:30 hours on the same date and shall be sent for technical scrutiny; commercial offers of only technically qualified firms will be opened subsequently. Bidders must submit all quotations in soft copy format on CD in Excel with hard copies, along with complete technical documentation including proforma invoices, 100% applicability certificates, trader links, and firm registration proof.
