304 Spares Depot Electrical Mechanical Engineers Khanewal Cantt invites quotations for the supply of electrical and mechanical spares as detailed in Annexure A of this tender inquiry. The procurement is being conducted under PPRA Single Stage two envelope bidding procedure with reference number IT 14/2026-27. The detailed itemized list of required spares may be obtained from the Local Purchase Office at the depot office in Khanewal Cantt, Punjab. Firms interested in participating should bring blank CDs for collection of detailed tender documents. This is a framework rate contract with validity extending to 30 June 2027, with rates inclusive of all government taxes including GST, income tax, and duty tax. All items must be brand new and supplied in the required country of origin as specified in the tender documentation. All rates quoted are inclusive of installation, training, commissioning, software updates and supporting literature where applicable for machinery and equipment items.
Eligibility criteria require that only GHQ security-cleared firms registered with defense organizations or 304 Spares Depot EME Khanewal Cantt may participate. Firms must provide proof of their status as manufacturers, stockists, importers, traders, dealers, distributors or agents with supporting documentation. Technical and commercial offers must include original Performa invoices, 100 percent applicability certificates, trader links to manufacturers and principals, and firm registration certificates. For imported items, agency agreements from principals are mandatory. Firms must demonstrate financial capability through bank statements covering the last year. Bid security of 0.5 million rupees must be submitted as a crossed demand draft in the name of Commandant 304 Spares Depot EME Khanewal Cantt. Only ITD Directorate and GHQ approved brands may be quoted for indigenous items. All rates must be quoted on the format provided in soft copy on CD and hard copy, with no rates to be quoted in technical offers.
Tender documents should be submitted in sealed envelopes before 10:00 hours on 28 August 2026 at the Local Purchase Officer's office. Technical offers will be opened at 10:30 hours on the same date without prices and sent for scrutiny. Commercial offers will only be opened for firms whose technical offers are accepted. Firms must clearly mention the total number of items quoted and provide a complete quoted or not quoted list. No quotations will be accepted via fax or electronic means. The tender fee of 3000 rupees must be provided inside the technical proposal envelope.
