Description / Scope of Work
The Project Director Settlement and Digitization of Land Records in Merged Districts, Khyber Pakhtunkhwa invites sealed bids under National Competitive Bidding from eligible general order suppliers for supply and commissioning of equipment including 150 CCTV cameras (10 units per station), one plotter-scanner combination unit, two document scanners, 100 trackers, one drone, and 30 laptops. The tender, advertised on 12 August 2026 with a closing date of 3 September 2026, is published under KPPRA rules and represents a medium-scale procurement for the digitization and settlement of land records across merged districts in Peshawar and surrounding areas of Khyber Pakhtunkhwa.
Bidders must fulfill mandatory eligibility criteria including a valid Income Tax Registration Certificate, active General Sales Tax registration with FBR, an undertaking confirming the firm is not blacklisted or involved in corrupt practices, registration with the Khyber Pakhtunkhwa Revenue Authority (KPRA), and a Chamber of Commerce Certificate. Bid security of 2% of the quoted price must be submitted in the form of a Call Deposit Receipt (CDR) made in the name of "PD SDLR MDs". The bidding process uses a single-stage two-envelope procedure with technical and financial proposals evaluated separately, and the resulting contract shall be valid for 120 days or as mutually agreed.
Bidding documents and detailed specifications are available free of charge from the office of the Project Director or may be downloaded from www.sdlr.kp.gov.pk and the KPPRA portal at www.kppra.gov.pk. Sealed bids must be submitted by hand, registered post, or courier to the Project Director Settlement and Digitization of Land Records Merged Districts office, House No. 70, D-I, Opposite KPPSRA, Syed Jamal ud Din Afghani Road, University Town, Peshawar on or before 3 September 2026 at 12:30 PM. Technical bids will be opened the same day at 1:00 PM in the Committee Room, with financial bids opened after technical evaluation results are announced. A pre-bid meeting is scheduled for 20 August 2026 at 11:00 AM in the Land Settlement Unit Conference Room.
