Horticulture Authority Faisalabad invites sealed bids from national and multinational firms to lease and establish Pedal Tennis Courts and Indoor Cricket Arenas across eleven parks in Faisalabad, Punjab. The tender covers eleven sites for Indoor Cricket Arenas, each 26 marla, with a reserve price of PKR 780,000 per annum and bid security of PKR 78,000 per site, plus ten sites for Pedal Tennis Courts, each 9 marla, with a reserve price of PKR 540,000 per annum and bid security of PKR 54,000 per site. Parks are distributed across Lyallpur Town, Madina Town, Jinnah Town, Samanabad and Iqbal Town. The lease period is ten years with a ten percent annual rent increase. Eligible bidders must hold valid NTN certificates and be registered with FBR and relevant authorities with active status. Bidders must not be blacklisted and must submit professional tax payer certificates for 2026-27, along with comprehensive company profiles demonstrating experience in similar facility establishment and operation. Bid security must be submitted as a Call Deposit Receipt drawn in favour of PHA Security Account, Faisalabad, with the financial proposal envelope. The bidding process follows a Single Stage Two Envelope procedure with separate sealed technical and financial proposals.
Tender documents costing PKR 5,000 (non-refundable) may be obtained from the HAF office or downloaded from PPRA during office hours. Sealed bids comprising technical and financial proposals must be submitted by 30 August 2026 at 11:00 AM to the Director Coordination & Marketing, Horticulture Authority, Faisalabad. Technical proposals will be opened at 11:30 AM the same day in the presence of the Evaluation Committee and participating bidder representatives. Only technically qualified bidders' financial proposals will be opened on a date communicated by the Authority.
