Description / Scope of Work
IESCO invites sealed electronic bids for the disposal of unserviceable and scrap store material through competitive bidding under Tender No. 73. The disposal is conducted by the Chief Engineer (Material Management) at IESCO Head Quarters, Islamabad, Federal Province. Materials are offered on an as-is-where-is basis, and bidders are responsible for inspection, weighment, counting and loading of all items. The tender process is governed by PPRA Disposal Regulations 2024 and invites bids from eligible scrap dealers and material disposal contractors.
Bidders must submit sealed earnest money or bid security in the form of a CDR or bank guarantee issued by a scheduled bank of Pakistan, valid for 120 days, made in favour of the Chief Executive Officer IESCO Islamabad. The earnest money must be in the bidder's own name; bids without required security will be rejected outright. The 2nd highest bidder's earnest money is retained until the successful bidder deposits the full purchase amount. Bidders must not be blacklisted by NGC, WAPDA, DISCOs, GENCOs or any government department, and must comply with all applicable government tax regulations including 18% GST and 10% income tax.
Successful bidders must pay the full offer amount unconditionally within 21 working days of receiving the Letter of Acceptance, failing which earnest money is forfeited with no claim against IESCO. Upon full payment, a Release Order is issued authorizing removal of materials within 21 working days; delay beyond this period incurs rental charges at 1% per day of the total disposed material value. The CEO IESCO reserves the right to accept, reject or cancel the tender without assigning reasons. Bid documents must be obtained from Material Management Directorate, and all bids remain valid for 120 days from submission.
