Description / Scope of Work
Pakistan Institute of Development Economics (PIDE) invites electronic bids for the disposal of public assets through open auction via the e-Pak Acquisition and Disposal System (EPADS v2.0). The auction encompasses MICS items for the financial year 2026–27, including scrap, serviceable, non-serviceable, usable and unusable items offered on an as-is-where-is basis. The disposal is conducted in accordance with the Disposal of Public Assets Regulations 2024. PIDE is located at the Quaid-i-Azam University Campus in the Federal Territory, and this procurement activity offers opportunities for registered bidders to acquire surplus or redundant public assets through a transparent online bidding mechanism.
Bidders must be registered with the Federal Board of Revenue (FBR) for both Income Tax and Sales Tax purposes, and must maintain active status on the Active Taxpayer List. Professional Engineering Council (PEC) registration may be required if the disposal involves civil, electrical, or mechanical works. Only electronic bids submitted through the EPADS v2.0 platform will be accepted; manual bids are not permitted. Bidders must possess valid EPADS v2.0 accounts to participate in the online auction process.
The e-bidding documents containing detailed terms, conditions, specifications and all requirements are available to registered bidders on the EPADS v2.0 portal at https://vendors.epads.gov.pk/ and can be located using Disposal Activity ID No. D10543. The online auction will remain open until Friday, September 4, 2026 at 11:00 AM, after which the system will automatically select the highest bidder as the winner. Bidders may increase their offers multiple times before the closing deadline. Evaluation will occur on the same day at 11:30 AM. For grievance redressal, the Grievance Redressal Committee notification is available on EPADS v2.0 and the procuring agency's website.
