Description / Scope of Work
The Ministry of Interior & Narcotics Control invites pre-qualification bids from eligible firms and service providers for repair, maintenance, and procurement services during the financial year 2026-27. The scope encompasses six categories: repair and maintenance of official vehicles including Suzuki Cultus, Toyota Corollas, Honda, Mercedes and motorcycles; office furniture such as executive tables, computer desks, revolving chairs and sofa sets; office machinery including photocopiers, fax machines, electric water coolers and air conditioners; IT equipment and software covering servers, UT firewalls, routers, networking infrastructure, computers and printers; office and other buildings including electrical, civil and structural works; and purchase of stationery and miscellaneous items up to Rs. 500,000 under petty purchase rules. The tender is issued under Public Procurement Rules 2004 and will be conducted in Islamabad at R Block, Pak-Secretariat.
Eligible bidders must be registered with income tax and sales tax authorities and possess a professional tax certificate or Pakistan Engineering Council certificate. Firms must demonstrate at least four years of experience in repair and maintenance of relevant categories and provide sanitation services where applicable. Bidders must not be blacklisted by any government organization, must maintain experienced technical staff capable of on-site service delivery, and must be able to respond to urgent and priority requests. For vehicle repairs, only authorized service providers of Suzuki, Toyota and Honda or recognized auto workshops qualify. Bid security amounts range from Rs. 100,000 to Rs. 166,000 depending on the service category selected.
Bidders must submit complete firm profiles, tax registration certificates, NTN certificates, proof of active taxpayer status, non-blacklisting affidavits on legal paper, detailed employee information, workshop listings with equipment inventories, public sector experience documentation, statutory affidavits confirming information accuracy, and bank statements supporting financial status. Firms scoring 70 marks or above will be declared successful, subject to fulfillment of all tender document criteria. Pre-qualification is valid until 30th June 2027. Successful bidders must maintain full-time representatives available round-the-clock including holidays. Security deposits will be refunded within a fortnight for unsuccessful bidders and after 30th June 2027 for successful bidders.
