Description / Scope of Work
The Centre for Improvement of Working Conditions and Environment Lahore (CIWCE), located in Chandni Chowk Township Lahore, Punjab, invites sealed bids for the procurement of equipment for newly established testing facilities under tender reference DGLW/TENDER - 01 /2026-27 (1st Revision). This is a signal stage two-envelope procurement process for hardware equipment required to outfit new laboratory and testing capabilities. The tender documents specify complete technical specifications and terms of contract, with all bids to be submitted exclusively through the EPADS e-procurement system by the deadline of 07 September 2026. Interested bidders should review detailed technical specifications provided in Section III of the bidding document and familiarize themselves with the general and special conditions of contract governing this procurement.
Eligible bidders must be properly registered with relevant authorities, possess current tax registration and operational licenses, and meet any prequalification criteria specified in the bid data sheet. All bids must include complete, signed and stamped tender documents with original bid security (amount and form as specified in the bid data sheet) attached to the technical bid envelope. Late submissions, incomplete documentation or missing bid security will result in automatic rejection. The procuring agency reserves the right to demand samples of offered equipment for quality review, warranty assessment and service capability evaluation before final selection.
Bidders must obtain the complete bidding document from CIWCE and submit both technical and financial bids through the EPADS portal by 07 September 2026 at 17:00 hours (or as specified). Bid opening will occur on the same date. Prospective bidders are advised to contact CIWCE at Chandni Chowk Township Lahore for any clarifications regarding tender conditions, technical specifications or submission procedures. All bids will be evaluated according to criteria detailed in Section IV, and the contract will be awarded to the lowest evaluated responsive bidder meeting technical and eligibility requirements.
