Description / Scope of Work
National Highway Authority invites electronic bids for four construction and maintenance contracts in Punjab. The primary project involves construction of an auditorium and mosque inside the NHA Zonal Office premises in Lahore, with an engineer's estimate of Rs 97,857,218, requiring PEC C-4 category registration. Three additional special maintenance works on N-5 highway near Lala Musa comprise repair and maintenance of two existing overhead steel bridges at km 1396–1399 (Rs 15,887,347), repair and maintenance of service road at km 1395–1399 (Rs 17,577,528), and construction of fence barrier with new Jersey barrier at km 1396–1397 (Rs 28,383,920). All maintenance contracts require C-5 PEC category and above. Total estimated value exceeds Rs 160 million across all four lots.
Eligible bidders must be registered with the Income Tax Department, listed on the Federal Board of Revenue's Active Taxpayers List, and registered with Pakistan Engineering Council for the year 2027. Bid security of 2 percent of the engineer's estimate must be submitted as postal order or call deposit receipt in favor of National Highway Authority (Road Maintenance Fund-Security Deposit). Bidders providing unsubstantiated or incorrect information will face disqualification and potential legal action. NHA reserves the right to reject all bids in accordance with PPRA Rules.
Bidding documents containing full method of procurement details (Single Stage Two Envelopes) are available for free download from the NHA website. The e-Bids must reach the NHA office by 15 September 2026 at 1230 hours. Technical bids will be opened the same day at 1300 hours in the presence of bidders or their authorized representatives. All firms are advised to obtain EPADS registration at www.eprocure.gov.pk immediately, as manual hard-copy bids will be eliminated in upcoming procurements.
