Description / Scope of Work
The Capital Development Authority (CDA) invites electronic bids for the up-gradation of 35 existing traffic signal intersections and installation with modernization of 18 pedestrian (PELICAN) crossing features at various locations in Islamabad. This is a Single Stage – Two Envelope procurement procedure conducted under Rule 36(b) of the Public Procurement Rules, 2004. The estimated NIT cost of the project is Rs. 214,124,730/-, representing a substantial infrastructure modernization initiative to enhance traffic management and pedestrian safety across the federal capital.
Eligible bidders must be registered with PPRA on ePADS v2.0 and hold a valid Pakistan Engineering Council (PEC) License with Category C-3 and specific codes EE-04 and EE-06. Bidders must also possess a valid Electrical License issued by the Electrical Inspector Islamabad for execution of electrical and mechanical works in Rawalpindi/Islamabad, along with active NTN and GSTN registration with the Federal Board of Revenue. Bid security in the amount of Rs. 6,423,740/- must be submitted as a CDR in favor of the DDO (P&C), CDA at the time of technical bid opening, with a scanned copy uploaded on ePADS.
The electronic Request for Proposal document is available to registered bidders on ePADS v2.0 at https://vendors.epads.gov.pk/. E-bids must be submitted through ePADS v2.0 on or before September 17, 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM.
