Description / Scope of Work
The Executive Engineer (Roads), CW PP&H Department District Kharan invites competitive bids from eligible contractors for the construction of Black Top Road from Jangle Road to Kootan in District Kharan, Balochistan. This infrastructure project is valued at PKR 298,503,999 and is scheduled for execution in the financial year 2026-27 under the PSDP framework. The work encompasses road construction with modern specifications including pavements, drainage and retaining structures across the designated route in Kharan district.
Bidding shall be conducted under the Balochistan Public Procurement Rule 2014. Eligible bidders must be registered with the Pakistan Engineering Council in the relevant category and specialized code CE101 (Roads & Pavements & Drainage & Retaining Structure), possess an active status on the Tax Payer List, demonstrate financial capacity through turnover of at least PKR 208,552,799 in the preceding two years, and hold valid PEC registration for the financial year 2026-27. The bidding firm must not be blacklisted by any procurement agency. Registration with Pakistan Balochistan Revenue Authority is mandatory. Bid Security of 3 percent of the estimated cost, submitted as bank guarantee or deposit at call from a scheduled bank, must accompany each tender. A Black Listing certificate and judicial stamp paper declaration are required.
