Description / Scope of Work
The Cantonment Board Sialkot invites electronic bids through E-Pak Acquisition and Disposal System (E-PADS version 2.0) for annual maintenance, repair and original works during the financial year 2026-27. The procurement covers two categories: original works including road reconstruction, drainage and sewerage construction, water supply installation, LED lighting supply and public park upliftment in Sialkot Cantonment; and repair maintenance works for Cantonment Fund buildings, roads, drains, sewerage, water supply networks and street lights infrastructure across various localities. The total estimated cost for original works ranges from Rs. 4 million to Rs. 31.8 million per item, while repair maintenance works vary from Rs. 10 million to Rs. 40 million. The project execution timeline is set for financial year 2026-27 across Sialkot Cantonment area in Punjab province.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant construction category for the current financial year, maintain valid National Tax Number (NTN) registration, and appear on the Active Tax Payers List of the Federal Board of Revenue. Bidders must electronically submit verified genuine documents including bid security equivalent to 2 percent of estimated cost along with Computerised National Identity Card (CNIC) copies in CBS office one day before the cutoff date. Performance guarantee of 8 percent of bid amount will be required from lowest bidders quoting below 10 percent of ruling rates, to be submitted within 07 days of acceptance letter issuance.
E-bids prepared per e-bidding instructions must be submitted through E-PADS v2.0 on or before 16 September 2026 at 12:00 PM, with opening scheduled for the same day at 02:00 PM. Manual bid submission is not permitted. Prospective bidders should upload scanned CDR, bid security and earnest money documents online, with originals submitted to CBS office by the specified deadline. The Cantonment Board reserves the right to reject any tender and reserves discretion regarding rate analysis verification and quantity adjustments per PPRA Rules.
