Description / Scope of Work
The Punjab Building Department (Central Zone), through the Executive Engineer of the 7th Building Division in Lahore, invites sealed electronic bids for the establishment of a PFA (Police Foundation Academy) House in Lahore under PPRA Rule 38 using a Single Stage Two Envelope (Technical and Financial) bidding process. The project has an estimated cost of Rs. 1,671,806,000 with a completion period of 30 months (30.06.2028). This is a significant infrastructure development project requiring comprehensive construction expertise and resources. The tender is open to contractors and firms currently enlisted or renewed with the Pakistan Engineering Council (PEC) for the present financial year in the relevant category and specialization code.
Prospective bidders must submit earnest money equivalent to 5% of the estimated DNIT cost (Rs. 83,590,300) in the form of a CDR, bank draft, or cashier's cheque of any scheduled bank before the bid submission deadline. The earnest money must be generated online via PSID on the Punjab E-Procurement System. Conditional tenders and bids submitted without accompanying earnest money shall be rejected outright. The original bid security instrument must be physically submitted in a clearly marked envelope to the office of the Executive Engineer before the electronic bid submission deadline.
Complete electronic bids must be submitted online exclusively through the Punjab E-Procurement System portal at https://ep.punjab.gov.pk. The bid submission deadline is 23.09.2026 at 11:00 A.M, with electronic bid opening scheduled for the same date at 11:30 A.M. Bidding documents are available immediately after publication. Bidders are strongly advised to upload bids well before the submission deadline and not to wait until the last moment, as bid submission remains entirely the bidder's responsibility.
