Description / Scope of Work
The Extension Services Management Academy (ESMA), Garhi Dupatta, Muzaffarabad in AJ&K invites sealed bids from eligible firms and suppliers registered with the income tax and sales tax departments for the procurement of training aids. Interested bidders may obtain the complete set of bidding documents containing detailed terms, conditions and specifications of required items from the office of the Director General, ESMA upon submission of a written application on company letterhead supported by copies of NTN and GST certificates and payment of Rs. 5,000 (non-refundable) latest by September 25, 2026. The tender notice is also available on the website of AJK PPRA at www.ppra.ajk.gov.pk.
Bidders must be registered with relevant tax authorities. A single-stage two-envelope procedure shall be applied, with envelopes marked separately as Financial Proposal and Technical Proposal to avoid confusion. Initially the Technical Proposal will be opened, and the Financial Proposal will be opened only for qualified bidders. Sealed bids must be supported by earnest money at five percent of the total bid value in the form of a Demand Draft in favor of Director General ESMA, to be received at the office of the Director General, Extension Services Management Academy, Garhi Dupatta on or before 1100 hours on Friday September 25, 2026.
Bids will be opened on Tuesday September 29, 2026 at 1130 hours in the presence of bidders or their authorized representatives, who may choose to attend. Bidders are requested to give their best and final prices inclusive of all taxes and transportation costs as no negotiations on prices are allowed. The procuring agency reserves the right to accept or reject any bid at any time prior to acceptance. For compliance inquiries regarding this procurement, rule 33 of AJK PPRA Act 2017 applies.
