Description / Scope of Work
The Communication & Works Department, Government of Khyber Pakhtunkhwa invites electronic bids from eligible contractors for the construction of access roads to new potential tourist sites at Malakand Division under ADP No:1751/251475 (2026-27). The tender comprises six packages covering construction of Dad Sar Road (9 km) in three separate packages with financial estimates ranging from Rs. 3,206,000 to Rs. 3,635,000, and Manago Karorai Kandaw Road (9 km) in three separate packages with estimates from Rs. 2,812,000 to Rs. 3,464,000. Total project scope includes approximately 18 km of road construction aimed at improving access to tourist destinations in Malakand, serving regional development objectives in Khyber Pakhtunkhwa.
Eligible bidders must be registered with Khyber Pakhtunkhwa Revenue Authority under the Finance Act, 2013 (Act No. XXI of 2013) and must hold valid PEC registration in category C-4 and above. Bidders are required to submit bid security as specified for each package, with detailed bank-backed CDR information submitted electronically through the E-PAK Acquisition and Disposal System. All bid security and additional security instruments shall be governed by the Khyber Pakhtunkhwa Public Procurement (Bid Security Instrument Submission and Enforcement) Regulations, 2025.
Bid documents are available for download from the C&W website (www.cwd.gkp.pk) or obtained in person from the office on any working day. Technical proposals must be submitted through EPADS in the required format before the closing date of 25 September 2026 at 12:30 PM. Financial bids of technically responsive bidders will be opened publicly on the same date at the Office of the Executive Engineer, C&W Division No. II Swat at Matta.
