This is a high-value Rs. 34 million annual framework contract for day-to-day pharmaceutical and surgical supplies to a district hospital.
Bidder pool is restricted to District Jhelum registrants only, reducing competition significantly. The recurring nature (year-long framework with potential zakat fund utilization) offers stable revenue, but requires pharmaceutical/medical distribution credentials and tax compliance. Single-stage two-envelope process means technical and financial evaluation happen concurrently—submission quality is critical. Tight bid security requirement at Rs. 680,000 demands adequate working capital.
Who can bid: Bidders must be registered on Punjab E-Procurement System in relevant categories; manufacturers, authorized dealers, distributors, or registered pharmacies. Restriction to District Jhelum only. Valid National Tax Number, Income Tax and GST registration (if applicable) certificates required. Typically, vendors in pharmaceutical/medical supply categories should hold appropriate provincial trade licenses and demonstrate operational history.
