Description / Scope of Work
The Government of Gilgit-Baltistan, Department of School Education, through the Office of the Deputy Director Education Ghizer, invites sealed tenders for printing and publication of question papers and answer scripts for upcoming examinations, including all related printing, packing and delivery services for the financial year 2026-27 ending 30 June 2027. The tender will be opened on 23 September 2026 at 11:30 at the office of Deputy Director Education Ghizer. Tender notice reference number is DDE (GZ)-43(5)2026, and the procurement falls under single stage two envelope procedure with technical and financial proposals submitted separately.
Only registered Government contractors, firms and suppliers on Form C/SECP and registered with income tax and GST are eligible to bid. Bidders must be sole proprietors or joint ventures with their own complete printing setup, press, shop, store and warehouse located in Ghizer with adequate supplies and technical expertise; sub-contracting is not permitted. A bid security of two percent of the bid value in the form of call deposit issued by a scheduled bank or KCBL GB must be submitted in favour of Deputy Director Education Ghizer. Successful bidders must submit ten percent performance security as CDR/pay orders within ten days of bid opening.
Bidding documents can be obtained from the office of DDO Deputy Director Education Ghizer from 16 September 2026 at a fee of Rs. 4,000 per tender document for bid value five million, and Rs. 6,000 for bid value five to ten million, as per Finance Act 2025. The last date for submission of documents is 23 September 2026 at 11:00 am. Bidders must submit samples of paper and envelopes along with their bid. Rates must be quoted separately for each item but decided on a lot basis, inclusive of all applicable taxes and delivery charges. The procurement committee reserves the right to physically inspect bidders' printing facilities and will reject incomplete bids outright. All items must be supplied at the DDO Deputy Director Education Office Ghizer for further supply to schools after quality and specification verification, with payment subject to availability of funds.
