Description / Scope of Work
The Sindh Higher Education Commission invites Expressions of Interest from eligible Chartered Accountant firms for prequalification and empanelment to conduct independent third-party financial, compliance and performance audits of thirty public sector universities established under the laws of the Province of Sindh. The empanelment is for a fixed one-year roster arrangement, extendable, under the Sindh Public Procurement Rules 2010 (as amended). Empanelment does not constitute a contract award nor guarantee allocation of audit assignments; individual audit engagements shall be awarded separately to empaneled firms through Quality and Cost Based Selection or Consultants' Qualification Selection methods on recommendation of the Sindh HEC Selection Committee.
Interested firms must possess a valid Certificate of Practice from ICAP, be registered in Category A of the State Bank of Pakistan Panel of Auditors, have a satisfactory Quality Control Review rating from ICAP, hold valid FBR and Sindh Revenue Board tax registrations with Active Taxpayer Status, demonstrate minimum twenty-five years' experience as a practicing CA firm, maintain at least five partners including two audit partners, report minimum average annual turnover of PKR 100 million over the preceding three years, maintain office presence in Sindh or documented local correspondent arrangement, and provide independence and conflict of interest declarations. Firms with any conviction or regulatory penalty for professional or financial misconduct in the preceding ten years or blacklisting by any procuring agency shall be ineligible.
Statements of Qualification with firm profile and documentary evidence must be submitted electronically via e-PADS portal at www.epads.sindh.gov.pk on or before September 28, 2026 at 11:00 AM, with physical soft copy on USB delivered to the Office of the Secretary, Sindh HEC, 1st Floor, Institution of Engineers Pakistan Building, 177/2 Liaquat Barracks, Main Shahrah-e-Faisal, Karachi.
