Description / Scope of Work
Pakistan Telecommunication Company Limited invites bids to establish a Frame Agreement for Repair and Refurbishment of Customer Premises Equipment (CPEs) under tender reference PROC.3-3/2/170726/4878. The procurement is on a DDP-PKR basis inclusive of all applicable taxes, issued by PTCL's Group Director Procurement Support at the headquarters in Islamabad. This is a framework contract opportunity for qualified service providers across Pakistan offering repair and refurbishment services for telecommunications equipment as per PTCL's detailed Scope of Work and technical requirements.
Bidders must be PTCL-registered vendors and are required to submit a Vendor Registration Code (VR Code) with their proposals. Vendor registration is mandatory for continuous business relationships with PTCL and unregistered bidders must complete registration through the PTCL website. All bids must be accompanied by Bid Security issued as a Bank Guarantee (CDR not acceptable) equivalent to Pakistani Rupees 200,000 only, valid for six months from issuance by a first-class or scheduled bank in Pakistan. Non-compliance with bid security requirements will result in automatic rejection and disqualification. The bidding process follows a two-stage evaluation: interested bidders submit technical proposals first, with commercial proposals invited exclusively from technically qualified bidders.
Bids must be submitted exclusively through the SAP Ariba portal link provided in the notice and must be marked as "RFQ Proc. 3-3/2/170726/4878 - Repair & Refurbishment of CPEs" complete in all aspects and strictly compliant with RFQ procedures. The closing deadline for bid submission is 10 September 2026 before 05:00 PM. PTCL reserves the right to reject any or all bids and annul the bidding process at any time without incurring liability or obligation to inform bidders of grounds for rejection. For further correspondence, bidders may contact the Group Director Procurement Support at Room 224, 2nd Floor, E Block, PTCL Office, G-8/4 Islamabad via email or telephone as provided.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
PTCL is seeking service providers for a framework agreement covering repair and refurbishment of customer premises equipment—a recurring, potentially high-volume contract.
This is attractive for established telecom equipment service providers but requires PTCL vendor registration (a compliance hurdle). The bid security requirement (PKR 200,000) is modest, but the September 2026 deadline is unusually far forward, suggesting this is a long-lead procurement. Bidders must be technically pre-qualified before commercial evaluation, so technical specification alignment is critical.
Who can bid: Bidders must be PTCL vendor-registered with a valid VR Code or must obtain registration prior to bid submission. Typically, telecom service contractors require NTN registration with FBR and must be in good standing as legal entities (sole proprietor, partnership, or company registered with SECP). No specific PEC category applies; however, experience in telecommunications equipment repair/refurbishment and PTCL service history are likely implicit technical requirements.
