The Office of Provincial Election (Election Commission of Pakistan) invites sealed bids from pulp manufacturing firms and paper mills for the auction of polling records and waste paper pertaining to General Elections 2024 and all subsequent bye-elections, excluding constituencies with court cases. This disposal is conducted through the e-PADs (e-Pak Acquisition and Disposal System) portal of PPRA. The polling record comprises approximately 180,673 kilograms of waste paper and electoral materials to be lifted from multiple divisions across Khyber Pakhtunkhwa including Peshawar, Mardan, Kohat, Bannu, D.I. Khan, Hazara, and Malakand. The reserve price is set at Rs.60 per kilogram (without taxes), and the material must be used solely for pulp making at the bidder's mill or factory.
Bidders must possess valid NTN and GST registration and demonstrate relevant working experience in the government sector with good reputation and no blacklisting by PPRA. Firms involved in litigation with any government department or having ill-reputed status are ineligible. The required bid security must be deposited as a CDR reflecting the amount appearing in the e-PADs portal, submitted in favor of the DDO, Provincial Election Commissioner, Khyber Pakhtunkhwa. Firms must ensure complete confidentiality of the material, which cannot be resold, reproduced or circulated in any form; violation will result in contract termination, forfeiture of payment, and legal action. Joint ventures with pulp-making facilities require authorization certificates.
Bid documents are available on the PPRA and Election Commission of Pakistan websites. Bidders must quote rates without taxes on a per-kilogram basis, with additional payment at approved rates if material weight exceeds the approximate 180,673 kilograms. The successful bidder must deposit Rs.1,000,000 as performance guarantee and lift all material within 90 days from all designated divisions, arranging labour, transport and logistics at their own cost. A copy of the CDR reflecting bid security must be attached to the tender submission through e-PADs portal before 11:00 AM on 29 September 2026. Income tax, sales tax and all applicable taxes will be charged at government rates on the total sale amount before material lifting, with proceeds deposited immediately into government treasury; no cheques or pay orders are acceptable.
