Description / Scope of Work
The Regional Food Directorate Shaheed Benazirabad invites electronic bids through the E-PAK Acquisition and Disposal System (E-PADS) for transportation of wheat and related commodities for the financial year 2025-26 and tender year 2026-2027, valid up to 28 February 2027. The scope covers handling and transportation of wheat from various designated centers and godowns across districts in Shaheed Benazirabad Region to primary receipt centers and privately hired storage facilities. Contractors must perform 100 percent weighment verification, handle loading and unloading of bags, provide proper stacking to heights of 15-18 bags, collect sweeping, stitch torn or slack bags, and bear full responsibility for en-route shortages and transit losses. The work encompasses multiple routes within the district, with detailed specifications and required security deposits provided in the attached Annexure-A.
Bidders must be registered firms or unregistered partnership firms with valid CNIC documentation. Tender documents cost Rs. 5,000 (non-refundable) and are obtained through E-PADS portal. Bid security must be submitted separately for each route as a pay order from a scheduled bank, pledged in favor of the Deputy Director Food Shaheed Benazirabad Region. All rates must be quoted per bag of 101 kilograms gross weight in both words and figures and must include transportation, loading, unloading, stacking, sweeping, stitching of bags, materials, taxes, and all safety measures against weather, theft, pilferage, or damage. No overtime or additional charges for work beyond normal hours or on holidays are permissible.
Tenders must be submitted electronically through the SPPRA E-PADS portal (http://eprocure.gov.pk) by 23 September 2026 at 12:00 P.M., with bid opening scheduled for the same date at 12:30 P.M. Bids remain valid for 90 days after opening. Incomplete or altered tenders will be rejected. For all en-route losses, recovery will be made at Rs. 4 per kilogram above government issue rate or open market price, whichever is higher, deducted from running bills, security deposits, or collected as arrears of land revenue.
