The Office of the Project Manager (Mega Projects), Local Government Projects, Government of Sindh invites single-stage one-envelope tenders for four major road infrastructure projects in Karachi, Sindh, with a combined estimated value exceeding PKR 1.14 billion. The projects comprise improvement of Haji Ibrahim Essa Road connecting Superhighway Link Road (estimated cost PKR 251.125 million), widening and rehabilitation of Haji Camp Road from Moulvi Tamizuddin Khan Road to Mai Kolachi Road (PKR 170.371 million), construction of a new road connecting Jinnah Avenue from NIPA CHS Sector-45 to Yar Muhammad Goth Sector-44 in Gulzar-e-Hijri (PKR 347.867 million), and rehabilitation and installation of pavers on damaged portions of Service Roads of Shahrah-e-Faisal (PKR 374.022 million). These road infrastructure projects are critical for improving urban mobility and connectivity across various localities in Karachi. Tender reference PM/LGP/GOS/1722026 was issued on 27 August 2026.
Eligible contractors must possess valid registration with FBR, ATL, SRB, and PEC in the relevant field with appropriated categories ranging from C-3 or C-4 and above, depending on project-specific requirements. Specialized codes CE01, CE09, CE10, and EE06 (for applicable projects) are mandatory. Bid security amounts vary by project, ranging from PKR 8.5 million to PKR 18.7 million, to be submitted as Call Deposit, Pay Order, Demand Draft, or Bank Guarantee from a scheduled Pakistani bank. The tender fee of PKR 5,000 (non-refundable) must accompany each bid in the form of a Pay Order payable to Project Manager (Mega Projects), Local Government Projects, Government of Sindh.
Bidding documents containing eligibility, mandatory, and evaluation criteria are available for download from the SPPRA portal at http://portalsindh.eprocure.gov.pk from the publication date until closing. All bids must be submitted electronically through the E-PAD system before 24 September 2026 at 2:00 PM. Bid opening will occur on the same date at 2:30 PM at Room 05, Ground Floor, Annexe Building, Old KBCA Building behind Civic Centre, Gulshan-e-Iqbal, Karachi, in the presence of bidders or authorized representatives. Only online bids are accepted; physical submissions will not be received. Bid security for unsuccessful bidders will be released within seven days of contract signature or upon expiry of the validity period.
