Description / Scope of Work
The Rawalpindi Institute of Cardiology (RIC) invites proposals for the development, implementation, and maintenance of a comprehensive Hospital Management Information System (HMIS) under a Government-to-Government (G2G) procurement mode. The project scope includes the creation of clinical and workflow modules, technical IT infrastructure, and financial billing systems. The contract is structured for 1 year of development followed by 1 year of Service Level Agreement (SLA) support, extendable up to 3 years. Evaluation is based on a Quality-Cost Based Selection (QCBS) method with an 80% technical and 20% financial weightage. Key deliverables involve clinical sign-offs from the Medical Superintendent and technical acceptance from the HOD IT, culminating in a final 20% payment upon successful Go-Live and final acceptance by the Executive Director."
