Description / Scope of Work

GE (Navy) Lahore invites pre-qualification applications from contractors and firms for 100 distinct renovation, repair, maintenance and supply works across multiple naval establishments in Punjab, with works primarily located in Lahore, Faisalabad, Multan, Sialkot, Bahawalpur and Rahim Yar Khan. The tender encompasses comprehensive building renovation projects including E-testing labs, administrative blocks, residential blocks (A, B, C series), washrooms and common facilities at Naval College of War Lahore and Pakistan Navy establishments; mechanical and electrical works including cable replacements, transformer maintenance, water supply and sui gas services; furniture repair, restoration and polishing contracts; lift maintenance and electrification services across multiple locations; and recurring technical contracts for artificer work, water filtration plants and internal/external electrical installations. The estimated total cost and contract scope reflect significant infrastructure development across northern Punjab naval facilities.

Eligibility requirements stipulate that applicants must be contractors registered with Income Tax and Sales Tax departments, listed as active taxpayers with the Federal Board of Revenue, and registered with Pakistan Engineering Council (PEC). Firms already on the approved MES contractor list in category E or equivalent lists of other government departments are preferred and may apply directly. Contractors not on approved lists must provide proof of registration with relevant departments, detailed financial standing certificates from banks, staff employment details, tools and plant inventory, and documented experience of similar work completed within the last two years, all attested by a Class-1 Gazetted Officer. Contractors not on MES approved lists or those suspended due to non-depositing enhanced standing security must submit earnest money equal to five percent of estimated cost in forms of Fund on Deposit or Deposit at Call pledged to GE (Navy) Lahore. Valid PEC registration certificates and bank statements are mandatory for all applicants.

Pre-qualified firms will receive detailed tender documents on the same date as pre-qualification notification. Sealed tenders must be submitted by 1130 hours on 24 September 2026 and will be opened publicly at 1200 hours on the same date. Applicants must submit applications on the prescribed proforma detailing all works executed in the last two years and ongoing, including executing agency, contract amounts, time allowed, actual completion dates, progress percentages for in-hand work, and department performance reports from the Divisional Engineer or XEN. Incomplete applications lacking required information will not be considered. GE (Navy) Lahore reserves the right to reject all bids at any stage prior to acceptance without providing justification. An advance payment of Rs. 45,000/- as PPRA bills has been forwarded via letter 5000-Advt/63/E-5 dated 30 April 2026.
