Description / Scope of Work
The Government Institute for Slow Learners Sheikhupura invites e-bids for the provision of uniform items for slow learner students across winter and summer seasons for the financial year 2026-27. This procurement is conducted under PPRA Rules 2014 (amended to date) and targets Federal Board of Revenue Income Tax and Sales Tax registered firms. The total estimated procurement cost is PKR 1,400,000 (1.4 Million), divided into two lots: Lot No. 01 for Winter Uniform kits (Boys and Girls) estimated at PKR 700,000, and Lot No. 02 for Summer Uniform kits (Boys and Girls) also estimated at PKR 700,000. The procurement is being conducted in Sheikhupura, Punjab, and will follow a single stage two-envelope bidding procedure as per government procurement regulations.
Eligible bidders must be registered with the Federal Board of Revenue for both Income Tax and Sales Tax purposes. A bid security of 2 percent of the estimated cost of procurement, totalling PKR 28,000 (twenty eight thousand), is required. For the winter lot, bid security is PKR 14,000, and for the summer lot, bid security is also PKR 14,000. Successful bidders must deposit a performance guarantee at 10 percent of the contract amount and shall sign a contract agreement before the issuance of a supply order. All rates quoted must be in Pakistani Rupees and must be inclusive of all applicable taxes, which will be deducted as per Government rules. The original hard copy Bid Security CDR must be submitted before the e-bid submission closing time; failure to do so will result in rejection of the bid.

E-bids must be submitted through the e-procurement portal by registered suppliers on 28th September, 2026 until 10:30 am. The e-bid opening will take place on 28th September, 2026 at 11:00 am. E-bid validity shall be six months from the publication of the bid evaluation report. The Competent Authority reserves the right to reject all e-bids or proposals at any time prior to acceptance of such bid.
