Description / Scope of Work
Municipal Committee Kallar Syedan, District Rawalpindi, Punjab, invites electronic bids from eligible and qualified contractors and firms for the execution of Maintenance and Repair Development Schemes for the financial year 2026–2027, based on the MRS 2nd Biannual 2026. The procurement comprises four civil works projects: Construction of 'I LOVE KALLAR SYEDAN' (cost 03.028 million rupees), Renovation of Public Washroom (04.040 million rupees), Construction of Wall Maarka-e-Haq (04.833 million rupees), and Construction of Monument Shaheen Chowk (02.000 million rupees), totalling approximately 14 million rupees. All schemes are located within Kallar Syedan, District Rawalpindi, and shall be executed as per work orders issued by the Chief Engineer (North), PLGB.
Eligible bidders must be duly registered with the Punjab e-Procurement System (EP System), hold current registration with Pakistan Engineering Council (PEC) valid through 2026–27, possess Active Taxpayer Status from the Federal Board of Revenue (FBR), and be registered with the Punjab Revenue Authority (PRA). Bidders quoting 05 percent or more below the sanctioned estimated cost must deposit additional performance security up to a maximum of 10 percent within 15 days of tender receipt. Bid security at 5 percent of the estimated cost for each scheme must be submitted electronically through the EP System via SWIFT MT-760 with the advising bank Bank of Punjab (BIC: BPUNPKKAEBG).
All bids must be submitted electronically through the Punjab e-Procurement System at https://ep.punjab.gov.pk under Single Stage–Single Envelope procedure by 30 September 2026 up to 10:00 AM, with opening scheduled for the same day at 10:30 AM. Bidding documents are available free of cost from https://ep.punjab.gov.pk and http://ppra.punjab.gov.pk immediately after publication. Bidders must quote rates against each item of the DNIT/Bill of Quantities instead of percentage and completely fill rate analysis forms; incomplete financial bids shall be rejected. Procurement shall strictly follow Punjab Procurement Rules 2014 (as amended), Punjab Procurement Regulations 2024, and PPRA guidelines.
