The Lahore Development Authority UD Wing is inviting tenders for the construction and renovation of boundary walls at ten Christian graveyards across Lahore, Punjab. The tender covers multiple sites including locations near Amir Road, Talat Park Babu Sabu, Sultan Kay, Budhu Awa, Chh Miran, and Peer Mahal Raiwind. The total estimated cost ranges from approximately 9.0 million to 11.0 million Pakistani Rupees per project, with individual estimates specified for each graveyard. The procurement is conducted under the Single Stage-Two Envelope procedure in accordance with PPRA Rules 2014, using the Punjab e-Procurement System for registered contractors.
Eligible firms must hold a valid PEC License in Category C-6 and Above with specified electrical works codes, a valid Income Tax Registration Certificate from the FBR, and registration with the Punjab Revenue Authority. Bidders must demonstrate an average working capital equal to or exceeding 50 percent of the estimated cost based on audited financial statements for 2023-26, maintain closing bank balance of at least 25 percent of the estimated cost, and possess available bank credit line limit equal to or more than 25 percent of the estimated cost. Additionally, firms must have successfully completed at least three projects of equivalent or higher cost value within the last five years, supported by work orders and performance certificates from the Engineer in Charge.
Bidding documents will be available on the Punjab e-Procurement System portal immediately following this notice publication. Contractors must submit technical and financial proposals online through the e-Procurement platform strictly in accordance with tender requirements. The submission deadline is 25 September 2026 at 09:30 AM, with tender opening scheduled for the same date at 10:00 AM. Bidders are required to submit bid security equal to 5 percent of the estimated cost digitally through the established procedure. All tenders and their rates must be signed as per general directions provided in the tender documents.
