The Provincial Highways Division, Shaheed Benazirabad invites technical and financial proposals from eligible consulting firms for detailed engineering design, drawings, design vetting and preparation of working estimates, bills of quantity and tender documents for the construction of pre-stressed bridges, pre-stressed overhead bridges and associated ramps along the road from Nawabshah Saeedabad Road through Sim Nala to connect Nawabshah Sanghar Road at Cheezalabad in Sindh Province. The assignment encompasses comprehensive services including hydraulic study, geotechnical and soil investigation studies, coordination with railway authorities to obtain necessary clearances, and construction supervision. This is a government-funded infrastructure development project under Rule 72(3) of SPPRA Rules 2010.
Eligible firms must be PEC-registered consultants or JV partners with project profile code 1215 and relevant service codes (0511, 0518, 0532, 0543), holding valid renewal certificates up to June 2027. Bidders must demonstrate fifteen years of general experience and specific expertise in bridge design, with documented evidence of previous bridge projects. Firms must be registered with FBR for income tax and sales tax, maintain active National Tax Number and SRB registration, be free from blacklisting by government departments or international donors, and submit three years audited accounts and litigation history declarations. Earnest money equivalent to two percent of total bid value must be submitted as refundable security in the form of a bank pay order.
Proposals may be submitted until 28 September 2026 at 02:30 PM at the office of the Executive Engineer, Provincial Highways Division, Shaheed Benazirabad near Bilawal Sports Stadium, Kazi Ahmed Mor Highways Colony, with opening at 03:00 PM the same day. A second attempt will receive proposals until 13 October 2026 if needed. Bid validity period is ninety days from opening date. Consultants must support proposals with contact information, five-year financial statements, staff organization charts with qualifications, and relevant affidavits on stamp paper certifying accuracy of information and absence of corrupt practices. Selection will follow SPPRA Rules 2010 two-envelope procedure on single-stage basis.
