For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
This is a federal-level procurement for Jira/Atlassian consultancy services with a tight submission deadline of September 28, 2026.
The engagement appears to support government digital transformation initiatives, suggesting potential for sustained or expanded work. Bidders must be EPADS-registered and formally incorporated; sole proprietors typically face barriers in federal consultancy tenders. The single-envelope LCBS method prioritizes cost competitiveness over technical complexity scoring, making pricing strategy critical. Consultancies with government sector experience and Atlassian certifications are well-positioned. The contract terms and performance guarantees should be carefully reviewed before bidding.
Who can bid: Bidders must be registered on EPADS v2.0 and typically must hold valid SECP registration (for limited companies) or PEC/relevant professional body enrollment if applicable. Typically, consultancies are expected to demonstrate relevant experience with Jira/Atlassian solutions and technical capacity. The notice does not explicitly state PEC category requirements, as this is consultancy rather than construction. Firms must provide a Bid Securing Declaration or bank guarantee as prescribed.
