For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
SEZA is seeking a consultancy firm to develop a business plan and optimize institutional framework—a strategic advisory engagement rather than operational delivery.
The scope suggests medium-scale engagement focused on governance and strategic planning. The 19-day turnaround from notice publication to bid closing is tight for proposal preparation. Two-stage evaluation (technical first, then financial) indicates competitive selection. Bidders should assess their experience in public sector institutional restructuring and strategic planning specifically.
Who can bid: Experienced consultancy firms with relevant expertise are eligible. The notice does not specify SECP registration, PEC category, or NTN requirements explicitly; however, Pakistani firms typically require NTN registration and valid business tax registration. Only firms providing affidavits confirming their firm has never been blacklisted by any public or private organization will qualify.
