Description / Scope of Work
Bahria University, H-11 Campus in Islamabad invites sealed technical and financial quotations from experienced elevator engineering firms for controller migration and electrical modernization of one existing Orona passenger gearless elevator. The scope encompasses detailed site survey and compatibility assessment, dismantling of obsolete electrical control equipment, supply and installation of Monarch NICE3000+ integrated control system, integration of the existing permanent-magnet gearless machine and encoder, replacement or integration of VVVF door drive and related components, comprehensive verification of safety systems including door locks, emergency stops and governor interfaces, and complete testing, commissioning and load testing with operator training and handover documentation. The project must retain the existing gearless machine and coated suspension ropes subject to successful verification. Completion is required within ten to fifteen working days from commencement.
Bidders must demonstrate mandatory qualifications including valid Pakistani business registration, NTN and sales-tax compliance, a minimum of eight years continuous elevator engineering operations in Pakistan, a portfolio of at least five hundred elevators or escalators installed or modernized, at least five controller-migration projects completed in the last five years including two gearless-machine integrations, and in-house technical expertise with proven Monarch NICE3000+ programming and diagnostic capability. Firms must operate a permanent service office in Islamabad or Rawalpindi with operational support in at least four additional Pakistani cities, maintain a minimum of two engineers and six elevator technicians, and commit to remote response within two hours and onsite emergency attendance within four hours in Islamabad. A mandatory site-visit certificate signed by the University representative and an eighteen-month parts and workmanship warranty plus six months preventive maintenance without labour charges are required.
Bidders must submit separate sealed technical quotations without pricing and sealed financial quotations within a single outer envelope. The quotation closing date is 30 September 2026, with mandatory site visits scheduled for 17 September 2026. Bid validity is sixty calendar days from submission. The University will select the most advantageous technically responsive quotation and is not bound to accept the lowest price. Documentary evidence for all mandatory requirements must accompany the bid; failure to submit such evidence renders the quotation technically non-responsive.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT

This is a specialized controller-migration project for a single Orona gearless elevator at a federal university in Islamabad.
The scope requires proven Monarch NICE3000+ expertise and prior gearless-machine integration experience—significant qualification barriers eliminate most generalist contractors. The tight ten to fifteen working-day timeline and mandatory site visit on 17 September demand immediate resource commitment. This is a one-off modernization contract, not recurring maintenance, with fixed completion requirements and comprehensive testing protocols.
Who can bid: Bidders must be registered with SECP/FBR, hold valid NTN and sales-tax registration, and demonstrate eight years continuous elevator operations in Pakistan. A minimum portfolio of five hundred installed units, five prior controller migrations including two gearless integrations, and in-house Monarch NICE3000+ expertise are mandatory. Permanent Islamabad/Rawalpindi presence and verified technical staffing (two engineers, six technicians) are required. Failure to submit documentary evidence for any mandatory criterion results in technical non-responsiveness.
