NED University of Engineering & Technology, Karachi, Sindh invites proposals from reputable consulting firms for the detailed engineering design, drawing, documentation and detailed supervision of development of an elevated or raised hockey ground with synthetic turf and allied works at the university campus. The tender reference is PC(Hockey)/NED/CONSULTANT/02/8556/26. This is a single-stage, two-envelope procurement conducted via ePADS (Electronic Procurement Auctions and Dispute System) following the Least Cost Selection method in accordance with Sindh Public Procurement Rules 2010.
Eligible bidders must have valid registration with PEC or PCATP, valid FBR registration, and valid SRB (Sindh Revenue Board) registration. Bidders must submit an original non-judicial affidavit on stamp paper of at least Rs 100, confirming no litigation history, non-blacklisting by any organisation, and freedom from corrupt or fraudulent practices. All information and documents must be authentic with issuance dates after publication of this RFP. Consultants with prior experience on NED University projects must provide a certificate from the Project In-charge confirming satisfactory progress and work quality. Bid security of Rs 0.200 million (fixed amount) is required in the mode prescribed under Rule 37(2) of SPPRA in favour of Director Finance, NEDUET.
Bidding documents are available through ePADS at https://www.neduet.edu.pk and https://www.portalsindb.eproc.gov.pk. Bids comprising separate sealed envelopes for Technical Proposal and Financial Proposal must be submitted electronically by 01.10.2026 at 10:00 AM. Tender opening will occur on 01.10.2026 at 10:30 AM at the Office of Deputy Director Procurement, Admin Block, NED University. The bid validity period is 90 days from tender opening date. No negotiations are permitted; bidders must submit best and final pricing. NEDUET reserves the right to reject any or all bids.
