Description / Scope of Work
SMEDA invites proposals from qualified consulting firms for engagement to conduct outcome evaluation and impact assessment of SMEDA's MSME support programmes for financial year 2025-26. This is a consultancy services engagement under a single stage-two envelope procurement process at national level. The assignment requires comprehensive evaluation of MSME development initiatives, outcome measurement against established indicators, and detailed impact assessment across SMEDA's programme portfolio. The scope includes field surveys, direct engagement with beneficiary MSMEs, data collection, analysis, and reporting against SMEDA's draft outcome indicator framework for FY 2025-26.
Eligible bidders should be consulting firms or partnerships with demonstrated experience in outcome evaluation and impact assessment studies, particularly those with prior engagement in MSME sector development, business development services, or enterprise support programme evaluation. Bidders must comply with all financial and administrative eligibility requirements, maintain good standing with relevant regulatory authorities, and provide evidence of similar past contracts. A bid security declaration is required as per the conditions specified in the RFP document.
