Description / Scope of Work
This document is a revised standard contract form for the execution of work, effective from 16 November 2022, issued by the Government of Punjab. It serves as the master template and comprehensive set of general conditions applicable to construction and civil works contracts procured across the province. The form establishes the complete contractual framework governing tender preparation, submission, evaluation, contract award, and execution of public works projects throughout Punjab. It covers all aspects from tender invitation through contract completion, including detailed procedures for bidding, material and workmanship standards, contractor obligations, payment mechanisms, and dispute resolution.
The contract form prescribes essential eligibility requirements including earnest money deposit, performance guarantee or quality assurance security, and compliance with all statutory obligations and regulations. Bidders must demonstrate technical capability through whole-time qualified technical personnel for work supervision, possess necessary licenses and registrations as applicable to their category, and maintain compliance with income tax and other statutory requirements. Tender security (earnest money) and performance guarantees are mandatory, though specific amounts are determined in individual tender notices referencing this form.
This template is designed for use across all public sector departments and authorities in Punjab when procuring civil works.
