Description / Scope of Work

The Directorate of Procurement (Navy), located through Bahira Gate near SNIDS Centre in the Naval Residential Complex E-8, Islamabad, invites sealed tenders for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is governed by PPRA Rules 2004 and DPP&L-35 (Revised 2024) covering general terms and conditions of Defence contracts. The tender encompasses various defence stores and services as specified in the attached documentation, with scope and value determined by individual item schedules. Bidders must submit comprehensive technical and commercial proposals in separate sealed envelopes with proper documentation and compliance attestations. The contract award will be based on DGDP's standard Defence Purchase Procedure Form DP-19 in accordance with the Contract Act 1872 and Defence Purchase Procedure & Instructions, with special conditions applicable to defence procurement.

Eligibility requires that firms possess requisite technical and financial capability and must be registered or willing to register with DGDP to qualify for contract award, subject to security clearance and provision of required registration documents. Bidders must be familiar with PPRA Rules 2004 and DPP&L-35 (Revised 2024) before participating. A copy of these rules may be obtained from DGDP Registration Cell by telephone at 051-9270967. Firms must submit income tax filing proof, sales tax registration proof, CEO name and CNIC, and DGDP registration letters where applicable. International suppliers must provide imported equipment with OEM Certificates of Conformance and clearly mention country of origin.

Technical offer shall be opened first, half an hour after the date and time for tender receipt mentioned in DP-2. Commercial offers are to be furnished in a single sealed envelope marked clearly and submitted with the technical proposal envelopes.
