Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tender bids for the supply of stores, equipment and services as detailed in the attached Schedule to Tender (Form DP-2). The procurement is conducted through Bahira Gate near SNIDS Centre, Naval Residential Complex E-8, Islamabad, and is governed by PPRA Rules 2004 and DPP&I-35 (Revised 2024). Bidders must familiarize themselves with the PPRA Rules and Defence Purchase Procedure before participation. The tender process involves submission of technical and commercial offers in separate sealed envelopes, with technical evaluation preceding financial comparison. All commercial offers must be submitted in single copy indicating prices in figures and words in the specified currency, with taxes, duties, freight, transportation, insurance charges, FATs, and training costs itemized separately. The procurement is open to firms possessing requisite technical and financial capability registered with the relevant authorities, and security clearance will be required for contract award.
To participate, bidders must be registered with DGDP or willing to register, possess valid income tax and sales tax registration certificates, and submit a bank challan as earnest money. Principal authorization letters and relevant certificates of competence (CoC) for OEM compatibility must accompany bids. Technical offers shall include detailed specifications, compliance metrics, literature, brochures and drawings without prices in a separate sealed envelope marked clearly with tender number and opening date. The DP-3 form of IT must be duly filled and signed, along with DGDP registration letter if applicable, CEO name and CNIC, and country of origin documentation.

Sealed tender envelopes containing technical offer (original plus one copy) and commercial offer (one original) must be submitted bearing the bidder's name and address. Technical offer evaluation will occur first, with opening scheduled half an hour after the date and time specified in DP-2. Bids not prepared and packed according to instructions are liable to rejection, and firms must certify compliance with all tender conditions in their declaration.
