National University of Modern Languages (NUML) Islamabad invites sealed bids for the supply, installation, configuration, training and commissioning of a comprehensive Vehicle Tracking System (E-Tag) at entry and exit gates on the Main Campus in Islamabad on a turnkey basis. The project scope includes automatic electromechanical boom barriers (3 units), UHF RFID long-range readers (6 units), outdoor digital displays with traffic lights, vehicle detection radar sensors (3 units), access control controllers (3 units), external RFID card readers (3 units), a controlling computing database system, and a web-based centralized access management software with perpetual licensing. The system must integrate with existing university infrastructure and support real-time monitoring, user management, dynamic reporting and database synchronization across all deployed terminals. The project must be completed within 45 days of order placement at the main campus location.
Bidders must be technically qualified and financially competitive under PPRA 36(a) evaluation criteria. Earnest money of Rs. 159,111 and a non-refundable tender fee of Rs. 15,000 in the form of bank draft or pay order are mandatory. Bidders must submit OEM or manufacturer authorized dealer certificates and are required to visit the project site prior to quoting. The successful bidder must maintain equipment during a one-year warranty period with an engineer available within 24 hours for fault rectification, and 10% of the contract amount will be retained as security until warranty completion.
Bids must be submitted electronically through EPADSv2.0 by 30 September 2026 at 11:00 hours in sealed envelope to the office of the Director Administration, Jinnah Block, with opening scheduled for 11:30 hours the same day.
