Description / Scope of Work
The Punjab Building Department (Central Zone) invites single-stage two-envelope tenders for the Integrated Record Preservation and Public Access Management System at Divisional Headquarters (Phase-I) in Lahore under PPRA Rule 38. The estimated project cost is Rs. 156,015,000 with a completion period of 24 months. This is a construction and infrastructure development scheme aimed at establishing a record preservation and public access management facility at the divisional headquarters located in Lahore, Punjab. The project scope includes design, construction, and implementation of systems to preserve records while providing controlled public access.
Eligible bidders must be contractors or firms currently enlisted and renewed with the Pakistan Engineering Council (PEC) for financial year 2026-27, holding a minimum category rating of C4 or above with specialization code CE10. Bidders must produce the original PEC license clearly showing the requisite specialization codes; those lacking the relevant specialization will be excluded from the bidding process. Earnest money of Rs. 7,800,750 (5 percent of estimated cost) must be submitted via 1-Link or online bank transfer through the Punjab e-Procurement System PSID before the bid deadline. Bid security in the same amount is required before electronic bid submission.
Complete e-bids must be submitted exclusively online through the Punjab e-Procurement System portal at https://ep.punjab.gov.pk on 07 October 2026 at 11:00 A.M., with opening scheduled for 11:30 A.M. the same day. Bidders are instructed to submit bids well before the deadline rather than at the last moment, as the department accepts no responsibility for platform submission delays or technical issues. Conditional tenders and bids without earnest money will be rejected.
