This is a significant national infrastructure procurement for technology park establishment across multiple Pakistani cities.
The project is structured as a long-term operational commitment (5-year financial plan required) rather than a one-off contract, indicating substantial scale and ongoing revenue potential. Bidders must demonstrate prior experience with technology infrastructure or commercial park development, combined with sound financial capacity. The two-envelope system and comprehensive documentation requirements suggest a competitive, transparent process where technical merit and financial viability are equally weighted. Potential bidders should note the demanding scope includes facility design, operational planning, equipment procurement, and five-year performance commitments.
Who can bid: Bidders typically must be registered under SECP or equivalent company registration authority in Pakistan with valid NTN and tax registration. Proof of audited financial statements and experience in infrastructure development, technology parks, or similar large-scale commercial projects is required. The document specifies submission of integrity pacts and performance guarantee forms, indicating bidders must be in good legal and financial standing with no pending litigation or non-performance history.
